Guidelines for Research and Visits to Mangyan Communities The following are the guidelines that have been drafted and approved by Mangyan leaders from the seven different Mangyan tribes in Oriental Mindoro through the Kapulungan Para sa Lupaing Ninuno (KPLN) in March 2006. The KPLN has a policy that discourages visitors and researchers going to Mangyan communities that do not abide by these guidelines and other guidelines of the 7 different Mangyan tribes in Oriental Mindoro. The eighth Mangyan Ratagnon group is in Occidental Mindoro. The Mangyans uphold their intellectual property rights under the Indigenous Peoples Rights Act (IPRA) of 1997 and existing and generally accepted international conventions on intellectual and genetic property rights of indigenous peoples. Visiting and conducting research in any Mangyan community requires the explicit consent of the community. Walk-in visits are strongly discouraged. Researcher(s) and visitor(s) are required to write a letter addressed to the tribal leader. Letters sent by email will not be honored because we require the signature of the sender(s). The objectives of the research/visit and number of participants, inclusive date(s) and length of visit/ stay must be clearly stated. Letter must bear the complete address of the sender and contact information including e-mail address. It must be written in Tagalog/Filipino. For foreign researchers and visitors, the MHC or MM can translate the letter from English to Tagalog. Researchers are encouraged to include in their letter the possible benefit(s) the research would bring to the community. The letters must be addressed to the president or chairman of the People’s Organization of the particular tribe. located are inaccessible by postal mail, letters may be sent through the
following: a) Coordinator of the Kapulungan Para sa Lupaing Ninuno

Ewald Dinter, SVD c) Executive Director of the It is incumbent upon the requesting institution or organization to follow-up on their request two weeks after the letter was sent by postal mail. Receipt of the request will be acknowledged. Follow-up on the response of the community if request is approved or not will be at least after two weeks from date of acknowledged receipt of the letter. Suggestions on how to follow-up your request: If letter was sent through the MM office, If letter was sent through the MHC office, If request is approved, the following are the conditions and
things to be observed: Researchers/ visitors must undergo an orientation which may be given by the MHC, MM or the KPLN staff in Calapan before going to the community. Taking of photos and videos is subject to the approval of the community leader.
The different Mangyan tribes have different cultural practices and beliefs. Thus, upon arrival, the leader will brief the researcher(s) and visitor(s) on the aspect of their culture that can be documented and those that cannot be documented, the sites that can be visited and those that are not open to outsiders and other important things that researchers and visitors need to know. Researchers are required to give to the community an original copy (whether hard copy, including photos, audio or video) of their study upon completion. Neither the community nor the Mangyan leaders will be liable for any untoward incidents beyond their control that may happen within the duration of the research/visit. Researchers/visitors will undergo a post-research/visit processing which will be facilitated by the MM field staff or the KPLN/PO. 6. If request is not approved, the reason(s) for the disapproval will be disclosed. Possible reasons for disapproval include: a) security b) research topic not acceptable to the tribe c) conflict of schedules 7. In the event that the research study will be published, validation and approval (following IPRA provisions) of the Mangyan tribe(s) covered by the study is required prior to its publication. In case the published material becomes commercially successful, applicable laws for payment of royalties to the particular Mangyan tribe(s) will apply.
